Preparedness Plan for Contingent Circumstances: CodeCore College will open and receive students and staff on campus.

A. Outline: The purpose of this section is to provide guidance to staff and students who will be coming to CodeCore to work and to study should the regulatory requirements change to require students to attend on campus.

Overview:

  1. Supervisors, managers, instructors and teachers have participated in reviews of the material provided by the BC-CDC and EQA/Ministry of Advanced Education and contributed to the preparation of the protocols in this document.
  2. Areas of the college where people gather including elevators, front desk, breakrooms, kitchens, bathrooms, offices and classrooms. As well, surfaces and counters which would likely be contacted by multiple people have been identified and labelled for designation for extra cleaning.
  3. Job tasks and processes where staff, instructors and managers are close to one another have been identified and modified to limit contact and personal interaction between people.
  4. CodeCore has reviewed the industry specific protocols on Worksafebc.com which are relevant to CodeCore College specifically those on https://www.worksafebc.com/en/about-us/covid-19-updates/covid-19-returning-sa fe-operation/education-advanced
  5. We have specifically evaluated the 4 levels of protection and after consultation with instructors, staff and managers we have instituted the appropriate protocols for our institution specifically:

    a. Use of the Covid 19 self assessment tool and similar self-attestations prior to accessing our campus

    b. 14 day quarantine for our students arriving from other countries including all associated briefings on preparation, ArriveCan App, preparations and post-quarantine testing.

    c. Appropriate signage in all areas and markings on all surfaces to clean and address.

    d. The provincial health authority via 811 has been consulted and our staff, students and instructors have been briefed on the assessment tool as well as walk-in testing which may be accessed without confirmed symptoms.

    e. The provincial health authority via 811 has been consulted regarding how to handle a single case, multiple cases or an outbreak of Covid-19 at our institution either among our staff, instructors or students specifically:

    1. An isolation room has been designated at our institution should someone be identified as presenting symptoms where they will be held until transportation to their place of residence can be coordinated.
    2. 811 shall be contacted for further information
    3. Additional cleaning and disinfection protocols shall be performed with regards to all areas that the individual has been in contact with
    4. All stakeholders including staff, instructors, students, homestay providers (if applicable), provincial health authority, as well as building management shall be contacted and notified of the potential for a case having been present at the institution. The medium for contact shall be facebook, instagram, email and twitter.

     

    f. Staff have been briefed on the symptoms of Covid-19 and progress of the disease

    g. Staff have further been briefed on how to manage student distress in both a virtual and an in-person classroom

    h. The number of people in our institution shall be 50 people maximum.

    i. There shall be physical restrictions and limits to each room the totals of all rooms shall not exceed the above limit of 70 in the facility. This takes into account at least 5 square meters of unencumbered space per person.

    j. Occupancy limits have been posted per room and for the whole facility.

    k. Occupancy limits have been posted specific for breakrooms, meeting rooms, elevators and washrooms.

    l. Measures have been implemented to keep all workers and others 2 meters apart including revising work schedules and the institution of private offices as well as digital delivery of in-session classes across the institution where possible.

    m. Shifts of instructors and students shall be utilized to ensure limits of contact.

    n. Students attending classes in person shall have their temperature taken upon arrival by staff each day.

    o. Students shall complete the wellness check-in twice per week while classes are online and daily when classes are in-person.

    p. Students and staff have been briefed about the selection and care for masks and provided with the guidelines from the BC CDC.

a. Students who arrive in Canada from another country will be required to go into quarantine for 14 days upon arrival. Students will be presented with the Public Health Agency of Canada communication released on March 25, 2020 (LINK) which highlights

  1. Requirement for self-isolation for 14 days whether or not they have symptoms of Covid-19; and
  2. The prescribed penalty for violating this order namely, “Maximum penalties include a fine of up to $750,000 and/or imprisonment for six months. Further, a person who causes a risk of imminent death or serious bodily harm to another person while wilfully or recklessly contravening this Act or the regulations could be liable for a fine of up to $1,000,000 or to imprisonment of up to three years, or to both. Spot checks will be conducted by the Government of Canada to verify compliance.

 

b. Students will be advised of quarantine preparedness

c. Students will be advised of the requirement to use non-public transit from the airport to their quarantine destination.

d. Students will be advised of the requirement to download the Federal ArriveCan App which must be accessed and used with 48 hours prior to arriving in Canada

e. Students will be advised of the BC CDC Covid-19 app and advised to download it. https://bc.thrive.health/

f. Students will be advised to download the Covid Alert App. (LINK) though it is not yet widely used in BC.

g. Students will be advised to complete a BC Self quarantine plan. (LINK)

h. Students will be required to provide CodeCore College with their quarantine plan prior to departure for our review.

i. Students will be advised of the assessment process conducted upon arrival. (LINK) and the quarantine handout which is being issued to people at the airport. (LINK)

w. Once students have completed their quarantine, we will continue to engage with students to collect their data until deemed no longer necessary.

x. Students will be advised that classes are being held online and that a laptop is the preferred method to connect to the classes, though it is possible to do so via smartphone.

y. Students will be advised that attendance to classes is mandatory and that cameras will be on for most classes to ensure participation. Students may request academic concession due to missed classes or course requirements. Formal requests for accommodation should be made via email to the Campus Director at ian@codecore.ca

z. CodeCore shall review and, if needed, adjust current policies to support students to rest if they are sick.

  10. Faculty and staff are advised to work from home and will be provided with the necessary tools to do so. Institutional sick day policies will apply as appropriate. CodeCore shall review and, if needed, adjust current policies to support faculty and staff to rest if they are sick.

 

E. Staff working for CodeCore during the pandemic under current conditions – staff coming to the office

a. Although CodeCore is closed, managers are still occasionally coming into the school and therefore, some further details must be covered with regards to policies and procedures inside the College.

b. Areas where staff congregate have been identified as the bathrooms and the staff break room. The surfaces within those areas which may be shared by workers have been identified and singled out for special cleaning twice daily and at night by cleaning staff.

c. There are no processes which require staff to work together closely and all staff in CodeCore have separate offices, so there is limited other risk of exposure.

d. If staff in the college are required to interact with each other, intercom is preferred or only under strict social distancing.

e. There have been industry specific guidelines issued by the provincial health authority regarding post-secondary education as below:

  1. All faculty, staff, students, and visitors must assess themselves daily for COVID-19 symptoms prior to accessing campus property.
  2. The BC COVID-19 self-assessment tool is available online to be used and/or to help develop assessments. https://bc.thrive.health/covid19/en
  3. Expectations for completing a self-assessment and/or declaration is made clear to all visitors before they enter the campus through signage and all visitors are to be deterred from coming to the school physically.
  4. Anyone with symptoms associated with COVID-19, as well as anyone who has travelled outside Canada in the previous 14 days or anyone identified as a close contact of a person with a confirmed case of COVID-19, must self-isolate in accordance with guidance from the BC Centre for Disease Control. 
  5. Adequate signage and regular communication of the above requirements should be provided to everyone who accesses the campus. This signage has been posted at the door regarding entry to the Campus – though the campus is closed.
  6. Furthermore, signage about proper use of masks, selection of masks, handwashing and disinfecting are posted throughout the college. Room and space limits have been posted also. The college itself is deemed to be limited to maximum 5 staff — each with their own office and the bathrooms have been designated as maximum 2 users.
  7. Instructions for individuals to contact 8-1-1 or a medical provider if further health advice is required should be made available.
  8. Faculty and staff are advised to work from home and will be provided with the necessary tools to do so.
  9. Institutional sick day policies will apply as appropriate. CodeCore shall review and, if needed, adjust current policies to support faculty and staff to rest if they are sick.
  10. If faculty, staff, or students develop symptoms while at the institution:
    • CodeCore will separate the symptomatic individual from others in a supervised area and direct the symptomatic individual to return to their place of residence. Arrangements for transportation should be coordinated if required.
    • If symptoms persist, the individual should be instructed to contact 8-1-1 or their local healthcare provider for further direction.
    • Staff responsible for facility cleaning must clean and disinfect the space where the individual was separated and any areas used by them (e.g., classroom, bathroom, common areas).

 

F. The online learning environment

a. Respectful learning environments — Normal institutional expectations for respectful work and learning environments remain in place.

b. Remote learning – Students attending classes remotely must follow existing institutional expectations and policies for respectful behaviour that apply to in-person classes.

c. Attendance shall be taken and most classes shall require students in class to attend with cameras on to ensure participation.

d. Google Classroom and Google Meet are the preferred platforms for CodeCore online education.

e. Classes are to be recorded wherever possible and the link provided to the student.

f. Instructors who need further assistance with operating in the online environment can request a special seminar from Ian or Jordi to review how classes are to be delivered.

G. Levels of Protection –

a. First Level of Protection – Elimination

  1. To minimize exposure between staff and students, CodeCore College will continue to operate classes online until further notice.
  2. Teachers will continue to work from home as required for their classes.
  3. Students are not permitted to come to campus except under special circumstances and must follow all the guidelines for campus visitors outlined above.
  4. Staff members who are coming to work are currently limited to 5 maximum. The door is locked and entry is only by fob.
  5. Staff members are advised to wear masks when entering and exiting the building and parking area as other businesses continue to operate.
  6. Staff members are further advised that there is maximum occupancy of 2 in the elevator.
  7. Each staff member has their own office with it’s own door and staff should limit themselves to working in their own offices.
  8. Bathrooms are shared between staff and cleaned daily. As there are few staff on campus, toilet stalls shall be designated.
  9. Staff are advised to wear masks when exiting their office to go to breakrooms and washrooms and to wash their hands using the handwashing guidelines.

 

b. Second Level of Protection – Engineering

  1. Each staff member has their own office with it’s own door and staff should limit themselves to working in their own offices.
  2. Bathrooms are shared between staff, though they do not share stalls. Stalls are designated for staff members.
  3. As staff have their own offices or are working from home, there is no need for barriers between staff.

 

c. Third Level of Protection – Administrative

  1. To limit the risk of person-to-person transmission, CodeCore students and staff are advised to work from home and conduct classes online until further notice.
  2. CodeCore College facilities will remain closed to the public until further notice.
  3. CodeCore College has designated one door as entrance and one door as exit to the facility.
  4. CodeCore has posted limits to staff numbers in the break room and bathrooms, as well as the general facility.
  5. CodeCore has reviewed Covid-19 symptom information and procedures from the CDC with staff and students and made documents available to staff in the seminar described above
  6. CodeCore has advised staff and students of the resources for mental health support for residents of the province of BC included on the BC CDC website
  7. Disinfectant wipes are provided to all staff for the frequent cleaning of their work surfaces.
  8. Hand sanitizer is available in front of elevator doors and at the front desk of CodeCore College
  9. Washrooms and common areas are cleaned every night by building cleaning staff.
  10. Staff should clean and disinfect their work area and computer as often as possible.
  11. Areas where staff may congregate such as the bathroom and meeting room sinks are to be cleaned once in the morning and once in the afternoon by management including but not limited to:
    • Fridge Door
    • Microwave Control panel
    • Taps and sink.
    • Countertop and Tabletop
  12. Dishes are to be used once and then put by the staff member placing them directly into the dishwasher. Dishwasher settings should be put on maximum clean cycle and washed daily.

 

d. Fourth Level of Protection – Using PPE and Masks

  1. CodeCore College advises staff to use masks when entering and exiting the building.
  2. We have distributed the document on selecting and using masks to staff and students.
  3. We have distributed the document on how to use a mask to staff and students.
  4. We have reviewed the documents together in training sessions.

 

H. In case of an outbreak/confirmed case among staff or Students

Students will be advised of quarantine preparedness and that their quarantine location must be suitable for them and any traveling family members which includes access to supplies such as prescriptions and food; no contact with vulnerable individuals or be living in a group or communal setting (except for family members) and that their quarantine accommodation enabling individual physical distancing and infection-prevention protocols in place

  1. CodeCore is able to offer the option of the YWCA hotel in downtown Vancouver which is offering 2 week quarantine say with all appropriate procedures for $1181 CAD
  2. CodeCore is also able to offer the option of the Day’s Inn in Surrey which is offering 2 week quarantine say with all appropriate procedures for $1607 CAD
  3. Food and other supplies are delivered to the door by staff in the hotels ensuring that residents stay in their room for the duration of their stay.
  4. Other quarantine arrangements may be approved, on a case-by-case basis as long as they meet all the above minimum requirements.
  5. While in quarantine, students will join pre-session classes to get acclimated to the online environment, tools that CodeCore uses in classes such as Google Classroom, Google Meet, Google Doc and Sheets, Canva and Email.
  6. During those classes, students will work in groups with other students in quarantine and get to know each other so they can provide support to each other.
  7. Pre-Session classes will include short film reviews, poster-making, basic stock trading on a simulation and college reading.

  2. Lets it be known that they are not in the location that they have assured us they will be quarantining in

  4. Fails to report to classes that begin while they are in quarantine

 

CodeCore shall be bound to report them for possible violation of their quarantine. (Students have been warned pre-arrival of this possibility.) As per Service BC, the reporting shall have two parts – enforcement officers and the CDC for the region. In the case of New Westminster, these shall be IRCC at 1-888-268-4319 and the Fraser Health Communicative Disease Program at covidintakehub@fraserhealth.ca

D. Staff working for CodeCore during the pandemic under contingent conditions – college is open and receiving students – Seminar for staff preparing to return to CodeCore for all staff.

  10. Faculty and staff are advised of the conditions below to be followed for their return to working on campus.
  11. All staff shall complete the wellness check-in daily, reporting their symptoms status, mental health status, address and phone number. All persons (students or staff) arriving at campus shall have their temperature checked and recorded.
  12. The number of staff working on campus shall be strictly controlled and limited to only the instructors teaching classes. Staff shall be required to limit themselves to their offices for semi-remote teaching. During lab or workshop sessions, instructors shall be permitted to go from room to room to check on students but must wear appropriate PPE and take appropriate precautions such as social distancing.

 

E. Staff working for CodeCore during the pandemic under current conditions – staff coming to the office

a. Areas where staff congregate have been identified as the bathrooms and the staff break room. The surfaces within those areas which may be shared by workers have been identified and singled out for special cleaning twice daily and at night by cleaning staff.

b. There are no processes which require staff to work together closely and all staff and faculty in CodeCore have separate offices, so there is limited other risk of exposure.

c. If staff in the college are required to interact with each other, intercom is preferred or only under strict social distancing.

d. There have been industry specific guidelines issued by the provincial health authority regarding post-secondary education as below:

  1. All faculty, staff, students, and visitors must assess themselves daily for COVID-19 symptoms prior to accessing campus property.
  2. The BC COVID-19 self-assessment tool is available online to be used and/or to help develop assessments. https://bc.thrive.health/covid19/en
  3. Expectations for completing a self-assessment and/or declaration is made clear to all visitors before they enter the campus through signage and all visitors are to be deterred from coming to the school physically.
  4. Anyone with symptoms associated with COVID-19, as well as anyone who has travelled outside Canada in the previous 14 days or anyone identified as a close contact of a person with a confirmed case of COVID-19, must self-isolate in accordance with guidance from the BC Centre for Disease Control. 
  5. Adequate signage and regular communication of the above requirements should be provided to everyone who accesses the campus. This signage has been posted at the door regarding entry to the Campus.
  6. Furthermore, signage about proper use of masks, selection of masks, handwashing and disinfecting are posted throughout the college. Room and space limits have been posted also.
  7. The college itself is deemed to be limited to maximum 50 persons — each staff member with their own office and the bathrooms have been designated as maximum 2 users.
  8. Instructions for individuals to contact 8-1-1 or a medical provider if further health advice is required should be made available.
  9. Faculty will report to their office for teaching. Classes will be conducted by staff using online tools from their desk to the students in the classrooms via projector or video screen.
  10. Teachers may also visit the individual rooms as required during non-teacher-centered activities to ensure compliance, understanding and participation.
  11. Teachers must wear masks and must stay socially distanced from the students though they may use the whiteboard as required.
  12. The capacity of the rooms shall be maximum 10 with 4 rooms in use at one one time for a total of 60 students on campus.
  13. Students in rooms will each have their own table and chair each socially distanced from other students by more than 2m. No barriers will be required as there is adequate space.
  14. Should the section of a class grow to larger than can be accommodated in the model ,students will be rotated in and out of the in-person sessions on a schedule and attend 25% of their classes remotely.
  15. No student shall attend more than 25% of their classes remotely, unless this is authorized by the government.
  16. Other sections of classes may be opened in off-setting days. (Most CodeCore classes are currently Mon-Wed only, but Thur-Sat sessions could be opened.)
  17. Multiple sections shall not be permitted to overlap in order to limit the risk of spreading Covid 19.
  18. Students entering the school are required to complete the wellness check-in and report to the front desk where their temperature will be taken. Students displaying a raised temperature will be directed to the isolation room for further evaluation and discussion.
  19. Students are advised to wear masks and practice social distancing when arriving at and exiting the school. They are further advised to use the hand sanitizer often and follow protocols for sneezing and coughing.
  20. Students on campus are required to remain in their assigned rooms only for the duration of their day of studies with the exception of leaving to use the bathroom or go for lunch.
  21. The student kitchen shall remain closed and off-limits. Microwaves shall be placed in each classroom for students’ use.
  22. Disinfectant wipes will be provided to students in each classroom along with hand sanitizer.
  23. Bathrooms shall be closed and cleaned twice daily and once at the end of the day.
  24. One room shall be set aside as an isolation room, should it be required due to an individual exhibiting symptoms.
  25. Institutional sick day policies will apply as appropriate. CodeCore shall review and, if needed, adjust current policies to support faculty and staff to rest if they are sick. This includes providing emergency food and other supplies should it be necessary and provided it can be dropped off safely.
  26. If faculty, staff, or students develop symptoms while at the institution:
    • CodeCore will separate the symptomatic individual from others in a supervised area and direct the symptomatic individual to return to their place of residence. Arrangements for transportation should be coordinated if required.
    • If symptoms persist, the individual should be instructed to contact 8-1-1 or their local healthcare provider for further direction.
    • Staff responsible for facility cleaning must clean and disinfect the space where the individual was separated and any areas used by them (e.g., classroom, bathroom, common areas).

 

F. The hybrid learning environment

a. Respectful learning environments — Normal institutional expectations for respectful work and learning environments remain in place.

b. Remote learning – Students attending classes remotely must follow existing institutional expectations and policies for respectful behaviour that apply to in-person classes.

c. Attendance shall be taken and most classes shall require students in class to attend with cameras on to ensure participation.

d. Google Classroom and Google Meet are the preferred platforms for CodeCore online education.

e. Classes are to be recorded wherever possible and the link provided to the

f. Instructors who need further assistance with operating in the online environment can request a special seminar from Ian or Jordi to review how classes are to be delivered.

 

G. Levels of Protection –

a. First Level of Protection – Elimination

  1. Teachers will conduct classes from their offices. The class shall be shared by video to the classrooms in which their students are
  2. Teachers may go to the classrooms for non-teacher centered activities but must wear a mask and practice social distancing in order to do so.
  3. The total number of students allowed on campus shall be 60 with no more than 10 per room and each student having their own designated desk and table.
  4. Students will attend classes in sections and the sections will not overlap with other sections.
  5. Sections shall be staggered so as not to overlap in terms of schedule.
  6. Sections shall not occur on the same day and rooms will be deeply cleaned overnight. Disinfecting wipes and sanitizer will be provided to students who are attending.
  7. Students and Staff members are advised to wear masks when entering and exiting the building and parking area as other businesses continue to
  8. Students and Staff members are further advised that there is maximum occupancy of 2 in the elevator.
  9. Each staff member has their own office with it’s own door and staff should limit themselves to working in their own offices.
  10. Bathrooms are shared between staff and cleaned twice daily and once at
  11. Staff are advised to wear masks when exiting their office to go to break-rooms and washrooms and to wash their hands using the handwashing guidelines.
  12. Visitors other than staff and students are not permitted to come to campus and must contact staff via telephone or arrange for other digital meetings.

 

b. Second Level of Protection – Engineering

  1. Each faculty and staff member has their own office with it’s own door and staff should limit themselves to working in their own offices.
  2. Students may not enter the other classrooms where other students are studying. They must restrict themselves to their own room and
  3. A barrier shall be placed at the front desk made of plexiglass.

 

c. Third Level of Protection – Administrative

  1. CodeCore College has designated one door as entrance and one door as exit to the facility.
  2. CodeCore has posted limits to staff numbers in the break room and bathrooms, as well as the general facility.
  3. CodeCore has reviewed Covid-19 symptom information and procedures from the CDC with staff and students and made documents available to staff in the seminar described above
  4. CodeCore has advised staff and students of the resources for mental health support for residents of the province of BC included on the BC CDC website
  5. Disinfectant wipes are provided to all staff and students for the frequent cleaning of their work surfaces.
  6. Hand sanitizer is available in front of elevator doors and at the front desk of CodeCore College as well as in all classrooms.
  7. Washrooms and common areas are cleaned every night by building cleaning staff. Bathrooms are also cleaned and sanitized twice
  8. Staff should clean and disinfect their work area and computer as often as
  9. Areas where staff may congregate such as the bathroom and meeting room sinks are to be cleaned once in the morning and once in the afternoon by management including but not limited to:
    • Fridge Door
    • Microwave Control panel
    • Taps and sink.
    • Countertop and Tabletop
  10. Dishes are to be used once and then put by the staff member placing them directly into the dishwasher. Dishwasher settings should be put on maximum clean cycle and washed daily.

 

d. Fourth Level of Protection – Using PPE and Masks

  1. CodeCore College advises staff to use masks when entering and exiting the building.
  2. We have distributed the document on selecting and using masks to staff and students – see section on student orientation.
  3. We have distributed the document on how to use a mask to staff and students – see section on staff orientation.
  4. We have reviewed the documents together in training sessions.

 

 

H. In case of an outbreak/confirmed case among staff or students.

a. The provincial health authority via 811 has been consulted regarding how to handle a single case, multiple cases or an outbreak of Covid-19 at our institution either among our staff, instructors or students specifically:

  1. An isolation room has been designated at our institution should someone be identified as presenting symptoms where they will be held until transportation to their place of residence can be coordinated.
  2. 811 shall be contacted for further information
  3. Additional cleaning and disinfection protocols shall be performed with regards to all areas that the individual has been in contact with
  4. All stakeholders including staff, instructors, students, homestay providers (if applicable), provincial health authority, as well as building management shall be contacted and notified of the potential for a case having been present at the institution. The medium for contact shall be facebook, instagram, email and twitter.

 

 

I. Someone falling ill at campus

a. Sick students/staff should report to the management office, even with mild

b. They shall be taken to the isolation room, have their hands washed, provided with a mask. 811 shall be contacted and for further

c. The OFAA special protocols for Covid-19 shall be implemented.

d. Arrangements shall be made for them to be taken home or to be taken for further testing as required.

e. If the worker is severely ill, (e.g. difficulty breathing, chest pain) 911 shall be called.

f. All surfaces and areas that the person has been in contact with shall be cleaned and disinfected.

g. All stakeholders including staff, instructors, students, homestay providers (if applicable), provincial health authority, as well as building management shall be contacted and notified of the potential for a case having been present at the institution. The medium for contact shall be facebook, instagram, email and twitter. Anyone on campus shall also be notified in person. Care shall be taken not to announce any information protected by law from being released.

h. The record of facility entries that day shall be flagged should it be necessary to provide it to the provincial health authority

 

J. Maintenance of Federal quarantine requirements and all regulations

a. To ensure that new arriving students will not over-extend our institution capacity, we will maintain a ratio of staff to students which shall not exceed 30:1. This does not refer to our teacher – student ratio in classes, but rather the overall staff to student ratio within the

b. Should our expected arrivals grow beyond our current staffing levels, we shall add staff as required to ensure that we are adequately staffed to manage our student body according to the

c. All staff and instructors have been briefed on the protocols and will be expected to contribute to the collection of required data and to interact with students to ensure they are following the

d. Prior to arrival, students are all required to attend the Covid-19 orientation prior to receiving their travel documents and must affirm their

e. For the duration of the Pandemic, all managers will be involved in the teaching of classes to create connections with students so that we can further confirm their adherence to the regulations and assess their physical and emotional health.

 

K. Ongoing updating:

a. Management to review BC CDC website weekly for updated protocols and news.

b. Any new information regarding Covid-19 should be communicated to students on a regular basis

c. Management to revise protocols based on updated government information available

d. Students required to update regarding change of address, phone number
